Help for pensioner and activist Yan Derzhavtsev

Since 1994 I have been a permanent independent election observer in the Republic of Belarus. Active political activity since 1994. I have been an activist of the party “Belarusian Popular Front” since 2001.

Since 2014, I have been engaged in preserving the memory of the victims of Stalinist repressions in Vitebsk. I found two sites of mass shootings near Vitebsk. I organized a public non-profit organization “Haisy”.

I have been persecuted since 2009 until now. As an activist, I was repeatedly brought to administrative responsibility in the form of fines and administrative arrests.

In 2014 and in 2023 administrative arrests were imposed, in 2020 I was an independent observer at PEC #19 in Gymnasium #4 in Vitebsk, applied to the prosecutor's office and the investigation committee for election fraud, participated in marches against election fraud.

In 2022-2023 I was repeatedly summoned to the regional investigative committee of Vitebsk in the case of “Ales Bialiatski”. On March 17th of this year they came to me during the daytime, searched me, seized my equipment and took me to the Zheleznodorozhny district police department and kept me there till 12 o'clock at night. My blood pressure rose and they took me to a hospital, where they gave me first aid.

Despite my age and poor health I was convoyed to the TDF on 18 March. On March 20, 2023 I had a court session right in the TDF via Skype. Judge Tsygankova E.M. did not consider my age (72 years old) or my chronic diseases as a mitigating circumstance. I was convicted under Article 19.11, Part 2 of the Administrative Code of the Republic of Belarus, and was sentenced to 7 days of administrative detention.

During the entire administrative detention I was repeatedly subjected to physical and moral pressure from the administration of the TDF. On the last day they drew up a report for placing me in the punishment cell.

I was forced to leave Belarus on 29.03.2023. At the moment I need financial support for treatment and settling down in a new place.
